招标采购过程中常见流标原因及对策

摘要
招标是政府及企事业单位比较常用的一种公开采购方式,具有公平、公正、公开性,能很好地保证招投标双方的合理利益,因此被越来越多的企事业单位所接受。但是,招标过程涉及招标人、投标人、评标人方方面面的工作,不可避免会出现流标的问题。从招标的全过程分析了流标的常见原因,有针对性地提出了相应对策,对招标过程中减少流标现象的发生具有一定的指导意义。
Bidding is a kind of public procurement method commonly used by the government and enterprises and institutions. It has fairness, fairness and openness, and can well guarantee the reasonable interests of both bidders and bidders. Therefore, it is accepted by more and more enterprises and institutions. However, the bidding process involves all aspects of the work of bidders, bidders and bid evaluators, which inevitably leads to the problem of tender flow. This paper analyses the common reasons of flow buoy from the whole process of bidding. It puts forward corresponding countermeasures,which has a certain guiding significance for reducing the occurrence of buoy phenomenon in the bidding process.
