康熙朝中俄逃人交涉中的黑龙江将军职责探讨

摘要
在康熙朝的中俄逃人交涉中,黑龙江将军积极参与,执行皇帝和理藩院的指令,对俄交涉采取相应措施,使得早期中俄关系能够走向正常化的发展道路,同时,也对中俄之间的贸易交涉提供了借鉴的范例。虽然黑龙江将军对俄交涉的自主性较弱,几乎没有决策权,但黑龙江将军作为中俄逃人交涉的"执行人"与"先锋官",对逃人交涉顺利解决所做的贡献,对维护北部边疆稳定所做的努力则是不容置疑的。
During the negotiations on the Chinese and Russian fugitives in Kangxi Dynasty,the Heilongjiang General had taken an active part in implementing the instructions of both the emperor and the ministry of foreign affairs. Meanwhile,he also took corresponding measures when dealing with Russia,which not only pushed the normalization of the developing trend on the early relationship between China and Russia,but also provided a reference to the trade negotiations between China and Russia at the same time. Although having little autonomy in negotiation,frankly speaking,almost having no decision making power with Russia,Heilongjiang General,acting as the executive office as well as the pioneer officer in the negotiations on the Chinese and Russian fugitives,has,too much extent,made undeniable contributions and efforts to the successful settlement on the negatives in the negotiations as well as maintaining the stability of the northern frontier.
