呼和浩特市无烟机关单位建设工作进展

摘要
目的通过对开展无烟机关建设活动的行政和技术服务干预措施,调查分析评价控制吸烟效果,总结问题原因,为下一步开展机关控烟工作提供借鉴和依据。方法自2014年至2016年,对全市69个机关单位控烟工作进行督导和暗访检查,追踪了解机关控烟效果进展。结果通过2015年至2016年全市机关单位控烟工作的逐步有序开展,全市机关单位控烟工作得到进一步加强,控烟效果取得明显进步。结论通过一定的行政手段和科普技术服务措施,呼和浩特市机关控烟工作取得了一定效果。但是由于没有法律强制约束力,加上一部分机关单位领导不够重视,控烟在机关中尚未形成良好的环境氛围,控烟工作还没有取得良好预期。因此,加快全国控烟立法,加强领导干部控烟责任意识,全面提升机关干部自我保健意识、社会健康公德意识,是控烟工作今后的重要任务。

But since there is no legal binding constraint,And part of the agency unit leadership seriously enough,Tobacco control has not yet formed a good atmosphere in the organ,Tobacco control work hasn't made good expectations,As a result,To speed up the national tobacco control legislation,Strengthen the leading cadre to control smoking responsibility consciousness,Improve cadres self health care consciousness,Social health ethics consciousness,Is an important task of tobacco control work in the future.
