摘要
针对水库除险加固工程的效益评价问题,综合考虑经济、社会、环境三个方面构建效益评价指标体系,采用遗传层次分析法(GA-AHP)确定指标权重,并建立物元分析评价模型(MEAE),分析工程治理效果,为水库的管理和维护提供依据。以宜昌市小溪塔黑湾水库除险加固工程为例,用定性和定量结合的方法量化各指标值,确定评价标准,对工程效益进行评价。结果表明,黑湾水库除险加固大部分效益指标达到了预期效益,与实际情况相符,验证了评价模型的有效性。
        Aiming at evaluating the benefit of the reservoir reinforcement project,this paper established a benefit evaluation index system from three aspects of economy,society and environment.Combination of genetic algorithm with analytic hierarchy process was used to determine the weight of different index.Matter element analysis evaluation(MEAE)model was established to solve the index system.The effect of the project wass analyzed for the reservoir management and maintenance in the future.Taking the Black Bay Reservoir in Yichang City as an example,the value of each index was quantified by qualitative and quantitative analysis and evaluation criteria were determined to evaluate the benefits of the project.The evaluation results show that most of benefit index of reinforcement benefit of Black Bay Reservoir attain the expected benefits,which is basically consistent with the actual situation.The effectiveness of the evaluation model is verified.
