广东省部(院)共建研发机构的评估报告

摘要
对广东省部(院)共建科研机构进行政策性评估具有重要的现实意义。通过21世纪初期广东省与中国科学院系统、高等院校共建的科研机构自评、对其进行调研及综合评价活动,认为:21世纪初期广东省部(院)共建科研机构是一项成功的科技发展战略措施;科技组织与制度创新卓有成效,有力地推进了广东省区域创新体系的提高与完善;共建科研机构大部分充满活力,驱动效应强,有很大的发展空间,有可持续发展的能力。同时对共建机构在管理、科研经费以及人才等方面反映的主要问题进行分析、梳理。
It is of great practical significance to carry out policy evaluation on the scientific research institutions co-constructed by the Province and Ministry( CAS) in Guangdong. Through self-assessment,investigation and comprehensive evaluation activities on research institutions co-constructed by Guangdong,CAS and institutions of higher learning in the early 21 st century,it is considered that,the joint construction of research institutions by the Province and Ministry( CAS)in Guangdong is a successful strategic measure for S&T development; the S&T organizations and institutional innovations have been fruitful and have effectively promoted the improvement and perfection of the regional innovation system in Guangdong Province; most of the joint research institutions are full of vigor,their driving effect is strong,they have great room for development and they have the capacity for sustainable development. At the same time,the main problems reflected in the management,research fund and talents of the co-construction institutions are analyzed and untangled.
