基于中德生态园实践的土地管理4.0模式探索

摘要
党的"十九大"报告中指出,要牢固树立社会主义生态文明观,推动形成人与自然和谐发展现代化建设新格局。面对新时期、新格局、新要求,土地管理作为落实国家宏观调控的政策工具,需适应生态文明建设和绿色发展的要求,对管理理念和模式进行调整和创新。中德生态园作为中德两国政府合作的示范项目,深入践行"田园环境、绿色发展、美好生活"的发展愿景,以高水平规划为基础,以指标体系为统领,充分发挥"大部制"制度优势,将绿色生态的要求导入用地的每个环节,探索实践了不同于以往的崭新用地模式。
As comrade XiJinping pointed out in the Work Report of the 19 th National Congress of the Communist Party of China, we should have a strong commitment to socialist ecological civilization and work to develop a new mode of modernization with humans developing in harmony with nature. New era, new mode and new requirement call for land resource management, as a policy tool to implement national macro control, to adapt into the new standard set by ecological civilization and green development and to innovate its philosophy and mode accordingly. Sino-German Ecopark, as a showcase cooperative project between the China and German governments, advocates the philosophy of Idyllic Environment, Green Development, Beautiful Life. The new development mode is on the basis of an advanced planning, guided by a complete indicator system and brought forward by a highly-integrated-department approach. Sino-German Ecopark introduces the green and ecological standard in every land transfer link and explores new land utilization mode that differs from traditional approaches.
