摘要
本文以产业转型升级中的江苏煤炭地质局为例,基于知识产权力量和人才队伍的现状分析,探讨地勘企业知识产权人才队伍的发展模式。建议从决策、基层和管理角度分别开展管理委员会、创新平台、奖惩制度建设,有针对性地解决现存问题,以期在行业领域和关键环节提升影响力,为做强、做优、做大国有企业奠定坚实基础。
Taking the Jiangsu Coal Geology Bureau in terms of industrial transformation and upgrading as an example, based on an analysis of the status quo of intellectual property forces and talent teams, this study discusses the developmental model of IPR talents in geological exploration enterprises, and proposes to establish management committees from the perspectives of decision-making, grassroots, and management. An innovative platform, a reward and punishment system construction, and targeted solutions to existing problems are sought in order to enhance the influence of the industry and key links and to lay a solid foundation for strengthening, excellence, and large state-owned enterprises.
