阿荣旗农村土地流转存在的问题与对策

摘要
本文以阿荣旗为例,着重研究其土地流转情况,通过研究农村土地流转概况,对比英美土地流转制度,凭借阿荣旗的土地流转现状以及土地流转中涉及的法律依据,发现阿荣旗在农村土地流转过程中存在了农民对土地流转认识不够、土地流转不规范、管理部门不履行责任以及从根本上改变土地农业用途等问题。并提出了加大土地流转法规宣传、依法规范土地流转行为、高度重视土地流转工作、建立纠纷调处体系并查处违法行为等完善的建议。
This paper takes Arun Banner as an example,focused on the research of the land circulation situation,and through the research of the circulation of rural land,and compared with American and England system of land circulation. It is found that in the process of rural land transfer in Arun Banner. There are some problems have found,such as insufficient understanding of land circulation,nonstandard land transfer,failure of the management departments to fulfill their obligations and the fundamental change of land and agricultural use. The paper will put forward some suggestions to increase the land circulation laws and regulations propaganda,regulate land circulation behavior according to law,attach great importance to land circulation work,establish dispute mediation system and investigate and punish illegal behavior.
