摘要
近年来,各类突发环境事件频发,准确合理评估突发环境事件的环境影响与损失显得尤为重要。为研究突发水环境污染事件的环境损害评估方法,以仲辛醇泄漏进入水体为例,根据现有的环境损害鉴定评估相关规定,在开展红外定性补充监测的基础上,对财产损害费用、应急处置费用、生态环境损害费用进行了量化,并根据评估过程中遇到的问题,讨论了环境损害确认方法的选择、应急处置费用的计算以及虚拟治理成本法的应用对评估结果的影响。
        In recent years,various environmental emergencies have occurred frequently,so accurate and reasonable assessment on effects and losses of environmental emergencies is particularly important.In order to study the environmental damage assessment method of sudden water environmental pollution incident,taking the leakage of sec-Caprylic alcohol into the river as an example,according to the existing environmental damage assessment relevant regulations and result of qualitative analysis on the infrared monitoring,the costs of property damage,emergency disposal and ecological environmental damage are quantified and the choice of environmental damage identification method,the calculation of emergency disposal cost and the application of virtual cost approach method to the evaluation results are also discussed in this paper based on the problems encountered in the assessment process.
