摘要
阐述海洋环境观测系统的内涵和重要作用,总结梳理了国际合作层面以及美国、英国、俄罗斯和日本等国海洋环境观测系统与技术现状,研究提出了国外海洋环境观测系统与技术在体系架构、观测手段和信息处理技术等层面的体系化、网络化、标准化等发展趋势,并给出了我国海洋环境观测的深度军民融合、利用成熟高新技术、扩展辅助决策应用等发展建议。
        This paper describes the connotation and an important role of the marine environment observing system and summarizes the current status of the marine environment observing systems and technologies at the international cooperation level and in the United States, Britain, Russia and Japan. The development trends of systematization, network and standardization in the aspects of system architecture, monitoring means and information processing technologies of the foreign marine environment observing systems and technologies are proposed. Moreover, suggestions of developing the military-civilian integration technologies, using sophisticated high technologies and extending the application of auxiliary decision-making are also put forward in this research.
