高校领导干部任期制改革:中国特色现代大学制度的内在政治逻辑

摘要
高校领导干部实行任期制,是完善现代大学制度的重要内容,进一步明确了"为什么要加强党管高校领导干部,党如何管好高校领导干部"等基本问题。中国特色现代大学制度最根本的特色和优势是坚持党委领导下的校长负责制,其关键在于坚持党管干部、党管人才;建立中国特色现代大学制度离不开讲政治这一根本原则,政治标准应成为高校领导干部的选拔任用的首要条件;中国特色现代大学制度建设内在逻辑要求必须推动高校领导干部任期制改革,推动完善大学领导体制,推动权力依法有序更替,实现民主管理与监督。
The implementation of the tenure system of leading cadres in universities is an important part of perfecting the modern university system. It further clarifies the basic problems of the"reasons for strengthening the Party's management of leading cadres in the universities,and how to manage the leading cadres of the universities". The most fundamental characteristic and advantage of the modern university system with Chinese characteristics is to adhere to the principal responsibility system under the leadership of the Party committee. Its key is that the Party manages the cadres and personnel. The establishment of a modern university system with Chinese characteristics must be political-minded. Political standard should be the first condition for appointing leading cadres in the universities. The inherent logic of the modern university system with Chinese characteristics requires the reform of the tenure system of leading cadres in the universities. We should improve the leadership system of universities,promote the orderly replacement of power,and enforce democratic management and supervision.
