高校仪器设备开放共享的动力、粘滞力及对策分析

摘要
在分析高校仪器设备开放共享的基础和前提的基础上,从仪器设备基础、科研工作规律和资源维持需要等方面分析了开放共享的动力,从责任机制、资源配置、专业化机制、考核评价错位等方面分析了开放共享的粘滞力,进而结合清华大学的实践从科研条件平台、资源配置方式改革等方面进行了对策分析,提出了概括性的意见。
Based on the analysis of the basis and premise of the opening and sharing of university instruments and equipment in universities, the motion of the opening and sharing is analyzed from the aspects of the basis of instruments and equipment, the law of scientific research, the need of resource maintenance, etc. The viscous force of the opening and sharing is analyzed from the aspects of responsibility mechanism, resource allocation, specialization mechanism, misplacement of assessment, etc. Based on the practice of Tsinghua University, the countermeasures are discussed from the aspects of the scientific research supporting platform, resource allocation mode reform, etc., and some general suggestions are put forward.
