浙江省桐乡市养殖环节动物医疗废弃物回收处置体系探索

摘要
为降低动物医疗废弃物带来的潜在风险,浙江省桐乡市开展了养殖环节强制免疫及疫病监测相关医疗废弃物回收处置体系建设工作。通过构建制度、人员、经费、监管四大保障机制,探索建立了"分类收集、定点暂存、统一回收、集中处理"的回收处置体系。养殖场(户)、各镇(街道)动物防疫服务站负责废弃物的分类收集和运送,各镇(街道)负责建设并管理维护动物医疗废弃物暂存点,医疗废弃物处置公司负责统一回收和集中处理。目前,该体系平均每周回收处理废弃物50 kg左右,回收处置率在90%以上,支付给医疗废弃物处置公司的年处置费用仅6万元左右,但仍需要在制度建设、经费保障、监督考核等方面进行完善,以期为该体系的推广运用奠定基础。
In order to reduce potential risks that may be brought by animal medical wastes,the recycling and disposal system for animal medical wastes related to compulsory immunization and disease surveillance during the period of animal production was established in Tongxiang City,Zhejiang Province. The recycling and disposal system consisting of"separate collection,temporary storing in ?xed points,uni?ed recycling and centralized processing"was explored and established through building the safeguard mechanisms covering system,personnel,funding and supervision.The separate collection and transportation of the wastes were in the charge of farms(households)and animal disease control stations in all towns(subdistrict of?ces),the towns(subdistrict of?ces)were responsible for building and managing the temporary storage sites for medical wastes,and then the wastes were collected uniformly and processed centrally by the specialized disposal companies. At present,the average amount of recycling wastes is about 50 kg per week with the recycling rate of above 90%,however,the annual disposal cost paid to the specialized disposal companies is only about 60 000 yuan. Otherwise,it is still necessary to be improved in terms of system construction,funding guarantee,supervision and assessment,so as to lay the foundation to promote and apply the system.
