基于层次分析法的生态文明指标构建:以湖南省各市州为例

摘要
生态文明建设是关系中华民族永续发展的根本大计和千年大计,科学构建生态文明指标是生态文明建设的首要任务.以层次分析法(AHP)为理论基础,选取生态文明建设为一级目标,生态环保、资源节约和经济发展3大领域为二级目标,并选取18个指标构建了生态文明建设评价指标体系;搜集《湖南统计年鉴》(2015-2017年)中与指标体系相关的各市州数据,运用R软件对数据进行分析处理;最后,分析了各指标结论的同时提出了一些增强生态文明实力的建议与措施.
The ecological civilization construction is the fundamental plan for the sustainable development of the China,the millennium plan,and the scientific construction of the ecological civilization indicators is the primary task of the ecological civilization construction.Based on the theory of the Analytic Hierarchy Process(AHP),this paper selects the ecological civilization construction as the first-level goal,and the three fields of eco-environmental protection,resource conservation and economic development are the secondary objectives.The 18 indicators are selected to construct the evaluation index system of the ecological civilization construction.The data of each city and state related to the indicator system in Hunan Statistical Yearbook(2015～2017) are collected and then processed in R software.Finally,this paper analyzes the conclusions of each indicator and it proposes some suggestions to enhance ecological civilization.
