国内消费新格局与政策调整新聚焦

与投资和出口相比,消费已经上升为我国经济增长的首要引擎,成为经济运行的"压舱石",但同时消费增长又呈现出连续多年放缓的趋势,而且市场层面还存在着诸多如住房价格持续飙升导致居民家庭储蓄率不断下降与负债率大幅上升、股市表现差强人意、低端无效供给过剩、中高端有效供给不足等遏制消费的痛点与堵点。扩大消费口径与维系消费势能,必须激活新热点,强力补短板,紧跟消费模式多样化潮流,顺应消费提档升级的大趋势,切合消费创新的时代特色做出系统性的政策创新与赋能,同时通过税收政策调整、资本市场完善等举措切实增加居民收入,牢牢夯实支撑消费的经济基础。
Compared with investment and export, consumption has risen to become the primary engine of China's economic growth and has become the"ballast stone"of economic operation. At the same time, consumption growth has shown a trend of slowing for many years, and there are still many pains and stagnation points at the market level, such as rising housing prices that have led to a decline in household savings rates and a sharp rise in debt ratios, poor performance in the stock market, useless oversupply in the low end, and insufficient supply in the middle and high end. To expand consumption and maintain consumption potential, it is necessary to activate new hotspots, make up for shortcomings, keep up with the diversified trend of consumption patterns, conform to the general trend of consumer promotion and upgrade, and make systematic policy innovations and commitments in line with the characteristics of consumer innovation; and firmly consolidate the economic basis of support through taxation policy adjustment, capital market improvement and other measures to effectively increase the income of residents.
