基于负面清单的区域能评工作展开策略
摘要
长期以来,我国采用政府审批方式引入外资,然而外资企业很难适应这种区域能评方式,在审批过程中经常发生水土不服现象,这对外资引入造成了极为不利的影响。负面清单能够有效弥补政府审批存在的不足,优化与完善现有的安全审查机制,同时也有助于优化登记流程,进而使区域能评的"双控"目标得以顺利实现。鉴于此,本文在梳理负面清单的背景、定义和基于负面清单的区域能评工作可行性分析等基础上,对基于负面清单的区域能评工作展开策略进行深入分析,以期能够为我国各个地区区域能评工作的开展提供参考思路。
For a long time, China has adopted government approval to introduce foreign capital. However, it is difficult for foreign-funded enterprises to adapt to this regional evaluation method. In the process of examination and approval, the phenomenon of incompatibility often occurs, which has a very negative impact on the introduction of foreign capital. Negative list can effectively remedy the shortcomings of government approval, optimize and improve the existing security review mechanism, and also help to optimize the registration process, so as to achieve the goal of "double control" of regional evaluation smoothly. In view of this, on the basis of combing the background, definition and feasibility analysis of regional assessment based on negative list, this paper makes an in-depth analysis of the strategy of regional assessment based on negative list, with a view to providing a reference for the development of regional assessment in China.
