人力资本对绿色创新系统创新绩效的影响研究——基于我国制造业的DEA-Tobit分析

摘要
结合国家绿色创新发展和人才强国战略,根据2009—2016年我国制造业28个行业的面板数据,运用DEA模型评价我国制造业绿色创新系统创新绩效,并选取外商直接投资和产业结构作为控制变量,通过建立Tobit回归模型,分析人力资本的2个维度对我国制造业绿色创新系统创新绩效的影响。研究发现:规模效率偏低是制约我国制造业绿色创新系统创新绩效提升的主要原因;人力资本水平与人力资本投资对我国制造业绿色创新系统创新绩效有显著的负向影响,且人力资本水平的影响效果更显著。基于研究结论,提出提升我国制造业绿色创新系统创新绩效的建议。
        Combining China's green innovation development and strategy of strengthening China with talented people, this paper takes human capital as the research perspective, selecting the panel data of 28 industries of China's manufacturing industry from 2009—2016, utilizing the DEA model to evaluate the innovation performance of China's manufacturing green innovation system. And the two control variables of foreign direct investment, industrial structure are introduced. By establishing Tobit regression model, the paper analyzes the effect of two dimensions of human capital on China's manufacturing green innovation system innovation performance. The result shows that the low level scale efficiency is the main factor of restricting the improvement of the innovation performance of China's manufacturing green innovation system. Human capital level and human capital investment have a significant negative effect on the innovation performance of China's manufacturing green innovation system, and the level of human capital has more obvious effects. This paper puts forward some suggestions on promoting the innovation performance of China's manufacturing green innovation system based on research conclusions.
