社会化媒体时代电子参与的ICT优化组合策略:理论框架

摘要
首先提出ICT的选择和使用将直接影响电子参与的结果,必须采取ICT优化组合策略;然后分析社会化媒体时代信息发布与共享、沟通、协同管理、内容管理、公众关系管理、可视化和自然语言接口等电子参与技术及其功能;接着分析电子参与的参与者、参与程度和目标、政策生命周期等主要维度对参与技术的要求;在此基础上提出社会化媒体时代电子参与在电子通知、电子咨询、电子参与、电子协作和电子授权等各阶段的ICT优化组合策略的理论框架。
This paper firstly points out that it is better to take optimization tactics of information and communication technology(ICT) in electronic participation because the choice and usage of different ICT may have a direct impact on the result of electronic participation.Then it analyzes the technologies and tools used in electronic participation and their functions in the context of social media.After that,it analyzes the main dimensions of electronic participation as well as their requirements for ICT,including participants,participation level and goals,and the life cycle of public policy.Based on these,it finally suggests a theoretical framework of ICT optimization tactics of electronic participation in the era of social media.
