网络谣言的传播特点及监管策略

摘要
对当前网络谣言的分类及其危害进行阐述,并结合实例进行深入分析,得出网络谣言具有信息生产成本低、词源变异性、传播分散性、迅速性、操纵性等传播特点。在此基础上,从监测监管机构工作人员的角度对如何防控及治理网络谣言、净化网络空间进行深入探讨,并提出以下策略:一是提高监管人员敏感度;二是多部门联动,形成应急预案;三是完善网络谣言整治立法;四是鼓励群众参与监管。
This article analyzes the category and perniciousness of internet rumors through using some practical examples,and draws on a conclusion that internet rumors have the communication characteristics as follows:low producing cost,etymological variability,dispersion,rapidity,and maneuverability. Based on this analysis,the article discusses on how to prevent and govern internet rumors to purify the internet space from the aspect of the internet supervision organization. Some supervision strategies are put forward. First,the supervisors should enhance their sensitiveness. Second,different departments should link with one another to form a contingency plan. Third,laws and regulations on the governing of internet rumors should be made. Last,the public should be encouraged to take part in the supervision.
