精准扶贫背景下农村生物质能源利用现状及对策研究——基于湖南省的调查

摘要
目前,湖南省农村生物质能源开发存在着农民参与度较低,机械标准化程度不高,原料和终端市场风险大,政府支持政策和相关体制不健全等问题。针对上述问题,应该充分发挥政府、企业、农村居民三方的联动作用,以政府为引导,企业为主体,农村居民发挥自主性,根据因地制宜的原则,构建一套适用于农村地区生物质开发利用的方案,从而达到经济效益、社会效益和环境效益相统一。
At present,there are problems in the development of biomass energy in rural areas of Hu'nan province, such as peasant's little participation, low degree of mechanization, high risk of raw materials and market, government policy and related system are not sound. To solve the above problem, government, enterprise and rural residents should play their full role, with the guidance of government, enterprises as the main player, autonomy of rural residents, according to circumstances, establishing a series of schemes to solve the problem of development and utilization of biomass energy in rural areas, thus achieve the goal of economic benefits, environmental benefit and social efficiency.
