中国能矿国际合作模式的两种类型及战略选择

摘要
通过对中俄和中澳两种国际能矿合作模式的结构、机制、绩效的比较分析,发现中俄能矿合作模式相对单一,受政治因素影响较大,能矿产业链合作水平较低,而中澳能矿合作的领域和渠道较为丰富且产业链合作水平较高,但合作机制松散且双方互信不足。针对目前中国能矿合作不同模式下面临的主要问题,提出新形势下中国能矿合作的战略方向和具体路径:优化国际能矿合作结构、完善国际能矿合作机制、提升能矿产业链国际合作水平、拓展国际清洁能源合作。
The comparison of the structure, mechanism and efficiency of energy and mineral cooperation between Sino-Russia and Sino-Australia reveals that the cooperation mode with Russia is relatively simple, is easily affected by politics and the cooperation level in the industry chain is low, while the cooperation with Australia is rich in fields and channels, the cooperation level in the industry chain is high but there is lack of mutual trust and tight mechanism. To address these major concerns, the strategic trend and specific paths are proposed as the following: optimizing the two cooperation structures, improving the cooperation mechanisms, strengthening its investment in the energy and mineral industry chain, expanding the clean energy cooperation internationally.
