摘要
对公路监理人员的职业信用加以评价,既有利于提高其工作质量,又能推进工程监理市场的信用体系建设。监理人员职业信用的内涵体现在4个方面:职业信用意愿、职业信用能力、职业信用行为、职业信用水平。文章通过对贵州省实施137号文后公路监理人员的调查发现,监理人员的信用水平整体不佳,失信行为时有发生,须做好以下4个方面的工作:发挥公路监理人员信用信息平台功能实效,建立有效的守信激励和失信惩戒机制,推行监理行业的深化改革,加强监理人员的职业信用教育以提升道德水准。
In highway construction, the evaluation of professional credit can help improve the work quality of supervisionstaff and promote the construction of credit system in the supervision market. The connotation of professional credit ofhighway supervision staff is evident in the four aspects: the willingness of professional credit, the ability of professionalcredit, the behavior of professional credit and the level of professional credit. Through the investigation on highwaysupervision staff after the implementation of document No.137 in Guizhou province, it is found that the overall creditlevel of supervision staff is not good and that the behavior of dishonesty occurs at times. And the work of governmentshould include the four aspects: give full play to the actual effect of the credit information platform of highway supervisionstaff; establish an effective mechanism with the encouragement for honesty and the penalty for dishonesty; carry out thedeepened reform of engineering supervision; strengthen the education of professional credit to improve moral level ofsupervision staff.
