社会治理体系现代化:一个概念的社会学考评及其启迪意义

摘要
基于社会学的视角,社会治理体系现代化是指现代化的政府、市场、社会组织和公民等社会主体为了实现社会善治而推动政社关系、社会矛盾化解机制、身份制度、民生制度等社会领域的制度体系进行根本性、计划性、整体性、协调性的社会变迁过程。社会治理体系现代化内涵的科学界定为推进社会治理体系现代化指明了方向,勾画出了重点,为实务界推进社会治理体系现代化建设提供了重要的启迪意义,即有助于处理好政社关系,有助于健全社会矛盾化解机制,有助于完善身份制度,有助于改善民生制度。
Based on the sociological point of view,the modernization of social governance system mean that a process which,in order to realize the good-governance,the social subjects of the modern government,economic organizations,social organizations and citizens is promote the social field's institutional system of the relations of government and society,identity system,people's livelihood system,mechanism of resolving the social conflict to carry out a fundamental,holistic,coordinated,and planned social change.The scientific definition of the modernized connotation of the social governance system is to set the direction for promoting the modernization of the social governance system,and to outline the key points,which is to provides an important enlightenment significance for practical community to promote the construction of the modernization of the social governance.Which is help to promote the reform of the relationship between government and society,to achieve the legalization of the relationship between government and social organizations,and help to promote the reform of social contradictions mechanism to achieve social conflict to resolve to become more program,and help to implement the reform of identity system to achieve the identity system become more open,and help to promote the reform of people's livelihood system to achieve the people's livelihood system become more justice;
