韩国社会福祉运动的发展及其特征

摘要
在韩国,"社会福祉运动"这一术语的定义是:为了改善社会福利制度和提升公民福祉而进行的一种运动。文章将T.H.马歇尔(T. H. Marshall)的"公民权理论(Citizenship)"与韩国的国家、政治、市场及公民间关系相结合,进而考察韩国市民运动的地位及其变化,最终深入理解韩国社会福祉运动的发展过程。本研究是在韩国社会福祉运动发展的脉络下,通过对综合性市民运动—参与连带社会福祉委员会的社会福祉运动、根植于草根民主主义的地区社会福祉运动、立足于当事人主义的社会福祉运动、以及作为国际性协作案例的韩日麻风病患者辩护团运动为中心的案例性考察,进而整理出围绕韩国社会福祉运动而展开的积极与消极两方面的展望。
In Korea, the term 'Social Welfare Movement' is used to mean 'civic movement to improve social welfare system and improve citizen welfare through it'.The purpose of this study is to understand the development of the Korean social welfare movement,so I examine the status and transfiguration of civil movements in Korea.Based on T. H. Marshall's theory of civil rights, the relationships among the state, the politics, the market, and the citizens were analyzed. And then focusing on Social Welfare Commission-a participatory solidarity organization for comprehensive civic movement, Community Welfare Movement based on the ideology of grassroots democracy, Social Welfare Movement based on the adversary system and Han-Hansen Lawyers' Activities in Korea and Japan as an issue of international cooperation, this paper analyzed the development process of Korean social welfare movement. Finally,the positive outlook and the negative outlook of the Korean social welfare movementwere summarized.
