社会治理现代化背景下城市社区动员研究——基于上海市X区的调查与思考

摘要
社会治理现代化要求治理的主体需从单一化向多元化发展,而治理主体的多元化离不开社区居民的积极参与。社区动员作为发动、引导和组织社区居民积极参与社会治理的方式,具有调动社区居民参与社会治理热情、提高政府治理权威、增强社会凝聚力等功能。当前城市社区动员还存在着社区动员主体力量单一、对象覆盖面有限、机制不健全、动员内容缺乏针对性以及保障条件不足等问题。城市各级政府应结合辖区社区实际,通过多种渠道引导社区居民积极参与社区治理,从而实现"共治、共建、共享"的治理目标。
The modernization of social governance requires that the main body of governance should develop diversely rather than unitarily,which can not be separated from the active participation of community residents.Community mobilization,as a method of leading and guiding residents in taking part in social governance,plays a very important role in mobilizing community residents enthusiasm for taking an active part in social governance,raising the governments authority and enhancing social cohesion.At present,there are still many problems in urban community mobilization,among which the main problems are single principal force,limited coverage of the object,unsound mechanism,the lack of pertinence in mobilization contents and insufficient guarantee condition.As a result,city governments at all levels should be based on the actual situation of the community,guide community residents in actively participating in community governance through a variety of channels so as to realize the governance goal of " co-governance,co-construction and sharing".
