武器使用中的“先发制敌”探析

摘要
近年来,因维护社会治安尤其是反暴恐斗争的需要,警务执法行动中武器使用率呈现明显上升趋势。如何合法、规范、安全、有效地使用武器,越来越受到重视。树立主动进攻、先发制敌意识,敢于亮剑,先声夺人,牢牢掌握武器使用主动权,是一条重要的解决途径。
With the steady progress of the fight against violence and terrorism and the urgent need to maintain social security, the frequency of weapon use in the police law enforcement action has increased sharply. The reality, importance and urgency of its legality, normalization, safety and effectiveness are particularly prominent at present. It is worthwhile to explore how to set up and root awareness of attacking actively and anticipating the enemy to firmly grasp the initiative, to realize substantial fairness in weapon use, to achieve synchronization using standards and legal requirements, and to promote the further development of the police professional construction.How to set up and root active attack, starts the enemy consciousness, dare to strong-arm reaction.
