基于霍尔三维模型的东盟国家基础设施项目融资模式比较研究

摘要
基础设施项目融资模式的选择是一个复杂的系统工程问题.通过引入霍尔三维模型,将不同项目融资模式的内容按照时间维、知识维进行划分,并在逻辑维度下利用WSR"物理—事理—人理"系统方法论,进行时间维、知识维的集成,建立对应项目融资模式的霍尔三维模型矩阵,以此为基础建立项目融资模式匹配评价指标体系,运用层次分析法对评价指标体系中各项指标对应的权重进行测定,最终通过专家打分对不同项目融资模式进行量化比选,为解决这一问题提供了一种新的思路.
The choice of financing mode for infrastructure projects is a complicated system engineering problem. By introducing Hall three-dimensional model, the contents of different project financing models are divided according to the time dimension and knowledge dimension, and under the logical dimension. The integration of time dimension and knowledge dimension is carried out by using the WSR system methodology of "physics, theory and person". Based on the establishment of Hall's Three-Dimensional Model matrix corresponding to the project financing model, the matching evaluation index system of project financing model is established, and the weight corresponding to each index in the evaluation index system is determined by analytic hierarchy process(AHP). Different project financing models, which are quantitatively selected by experts, provide a new way to solve the problem.
