高层次人才聚集对高新技术产业专业化区域差距的影响——以长三角地区为例

摘要
以高层次人才为核心的人力资本对于区域发展越来越重要,这也成为中国各地通过优惠政策"广栽梧桐,争引凤凰"的根本原因。以长三角地区为例,借鉴β-收敛模型,分析高层次人才集聚对高新技术产业专业化区域差异的影响。研究结果表明:2002—2016年长三角地区高新技术产业专业化的区域差距呈现缩小的趋势;就整体而言,长三角地区人力资本水平的地区差异是高新技术产业专业化发展不平衡的重要因素;就人才结构而言,大专、大学及研究生以上人才对于高新技术产业专业化差距收敛均有负向效应。高层次人才越多越有利于高新技术产业专业化与其他地方拉开差距。另外,研发投入、交通条件具有正效应;而产业配套、开放程度具有负向效应。
Human capital with high-level talents as its core is increasingly important for the regional development. This has also become the key cause of the widespread policy on high-level talents attraction through preferential policies in various parts of China.Taking the Yangtze River Delta region as an example,this paper uses the β-convergence model to analyze the influence of high-level talents accumulation on the regional differences in the specialization of high-tech industries. The results show that the regional gap in the specialization of high-tech industries in the Yangtze River Delta region during the 15-year period from 2002 to 2016 has shown a downward trend. On the whole,the regional differences in human capital level in the Yangtze River Delta region are important factors for the development imbalance of the high-tech industry specialization. In terms of talent structure,the talents of junior college level,bachelor level and postgraduate level have a negative effect on the convergence of the specialization gap of high-tech industries. Highlevel talents are beneficial to expand regional gap on the specialization of high-tech industries. In addition,R&D investment and traffic conditions have positive effects,while industry support and openness have negative effects.
