城市滞洪区公共空间探索——以漳州西湖生态园景观水环境综合开发为例

摘要
随着城市的开发建设强度加大,土地资源成为城市越来越重要的稀缺资源。城市滞洪区建设可以增加城市"大海绵体",减轻城市的洪涝负担,但同时也需要占用较多的土地资源。通过滞洪区公共空间的开发利用,可以充分发挥其除水利以外的综合功能,具有极大的社会效益。本文根据作者实际项目经验,以漳州西湖生态园项目为例,从"生态+"角度出发,探索如何在城市滞洪区公共空间开发中,分析和评价场地各项资源利用,并通过价值评判,制定水文、景观、生态、建筑等多专业、多维度一体化战略布局,实现城市水安全与公共空间开发之间的共赢。
        With the increasing intensity of urban development and construction,land resources become more and more important in cities. Although the construction of urban flood detention areas can enlarge the "big sponge" and ease the flooding burden of a city, more land resources are needed at the same time. The development and utilization of public space in flood detention areas have significant social benefits——it can give full play to its comprehensive functions besides water conservancy. Based on the author's project experience and taking the project of West Lake Eco-Park in Zhangzhou City as an example, this paper explores how to analyze and evaluate the utilization of various resources in the development of public space in urban flood detention areas from the perspective of "eco+". Moreover, by value evaluation, this paper formulates a multi-disciplinary and multidimensional integrated strategic layout of hydrology, landscape, ecology and architecture. As a result, water safety and the development of public space can be achieved at the same time, forming a winwin situation.
