摘要
在配电网网格化规划的新背景下,为实现以供电网格为单位的供电可靠性和经济性协调,提出了1种基于容量(quantity,Q1)和供电可靠性(quality,Q2)双Q的新型配电网网格化规划方法。每个网格依据可靠性目标制定备选规划项目,构建考虑停电损失的项目全寿命周期成本模型,将可靠性量化目标转化为经济成本,采用收益与成本的增量比对项目进行评估,依据该增量比评估结果降序排列所有供电网格的备选项目,在投资预算限额内依据累计投资选择最优规划项目组合,实现在不同的投资水平下优选出供电可靠性水平最高的规划方案。在投资限额固定和达到相同供电可靠性目标的2种规划场景中,与传统规划方法进行了对比,双重验证了新型规划方法在协调配电网供电可靠性和经济性方面的有效性,而且依据累计投资成本优选规划项目组合的方法给实际操作提供了更大的灵活性。
        In a new background of grid planning for the distribution network, to realize power supply reliability and economy coordination in power supply grid as the unit, this paper presents a kind of novel grid planning method for the distribution network based on double-Q theory including capacity as Q1 and power supply reliability as Q2. Every grid decides its alternative planning project according to the reliability objective, constructs an entire life cycle cost(LCC) model for the project considering power outage loss and transfers the quantitative objective of reliability into economic cost. Incremental ratio of benefit to cost is used for evaluating the project and all alternative projects of the power supply grid are sorted in descending order according to evaluation results. An optimal planning project combination is selected according to accumulative investment in the investment budget quota and a planning scheme with the highest power supply reliability level is selected out under different investment levels. In two planning scenarios of fixed investment quota and achieving the same objective of power supply reliability, the paper compares the proposed method with traditional planning method and verifies effectiveness of the novel planning method in coordinating power supply reliability and economy of the distribution network. Meanwhile, the method of selecting planning project combination according to accumulative investment cost has provided more flexibility in actual practice.
