摘要

在城市空间内,城市管理与城市应急管理是两个具有高度重叠性、同步性和交叉性的管理过程,能够在机制、信息、人员、资源等方面互联、互补和共享。本文对上海市应急管理体系建设历程和特点的梳理说明,作为保障城市安全、有序运行的重要系统和工具,应急管理可以且需要与城市管理体系进行深度融合与渗透,形成理念、形态和过程上高度一体化的运行系统,提高城市风险防控能力,保障城市公共安全水平。
        In urban space, urban management and urban emergency management are two highly overlapping, synchronous and intersecting management processes that can be interconnected, complementary and shared in terms of mechanism, information, personnel and resources.This paper reviews the construction process and characteristics of Shanghai's emergency management system. As an important system and tool to ensure the safe and orderly operation of the city, emergency management can and needs to be deeply integrated with the urban management system to form a highly integrated operation system in concept, form and process, to improve the ability of urban risk prevention and control, and to guarantee the city's public safety level.
