新时代中国学生体育组织的公共外交的历史使命与形式

摘要
采用文献资料法和逻辑分析法,收集整理了2013年以来习近平关于体育工作的讲话、论述及国际体育交流等方面120余篇文献,对新时代中国体育学生组织的公共外交使命与形式进行论述,意在为中国特色大国外交做出贡献。在界定中国学生体育组织与公共外交概念的基础上,对新时代中国学生体育组织的公共外交历史使命进行了论述,进而提出了完成历史使命的组织形式:请进来,主要包括举办国际体育赛事活动、研修培训、来华留学、来华交流;走出去,主要包括参与国际体育比赛与文化交流活动、参与国际学生体育组织管理、短期培训、外派留学、孔子学院;请进来与走出去相结合,主要包括合作办学、建立项目联盟、举办体育论坛、举行冬夏令营。
By using the methods of literature review and logical analysis,this paper makes an analysis of more than120 articles on Xi Jinping's speeches and discussions on sports work and on the international student sports exchanges since 2013. It discusses the public diplomacy mission and form of Chinese sports student organizations in the new era,with the intention of contributing to the diplomacy of major countries with Chinese characteristics. On the basis of defining the concepts of Chinese student sports organizations and public diplomacy,this paper expounds the historical mission of public diplomacy of Chinese student sports organizations in the new era,and then puts forward the organizational forms of fulfilling the historical mission. The forms have three types of"come in","go out"and combination of"come in"and "go out". The "come in"mainly includes holding international sports events,research and training,studying in China and exchange in China; the"go out"mainly includes participating in international sports competitions and cultural exchanges,participating in the management of international student sports organizations,short-term training,studying abroad,and establishing Confucius Institute; the combination of"come in"and"go out"mainly includes cooperation in running schools,establishing project alliances,holding sports forums and holding winter and summer camps.
