摘要

我国老龄化趋势日益加重,失能人数急剧增加,长期护理需求不断上升,亟待建立一套适合中国国情的长期护理保险制度。我国的长期护理保险制度仍处于起步阶段,发展尚不完善。美国的长期护理保险制度发展已经比较成熟,作者梳理了长期护理保险在美国的发展与挑战,总结概括美国发展长期护理保险的实践经验,以美国的实践经验为基础,结合我国基本国情从发展方式、筹资模式、赔付方式、护理方式、产品设计五个方面提出发展长期护理保险的建议。
        China's aging trend is increasing,the number of disabled people is increasing sharply,and the demand for long-term care is rising.It is urgent to establish a long-term care insurance system suitable for China's national conditions.China's long-term care insurance system is still in its infancy,and its development is still not complete.After more than 40 years of development,the US longterm care insurance system has matured.This article summarizes the development and challenges of long-term care insurance in the United States,summarizes the practical experience of developing longterm care insurance in the United States.Combined with China's basic national conditions on the basis of practical experience of the United States,some proposals of developing long-term care insurance in China are put forward from five aspects:development mode,financing mode,payment method,nursing method and product design.
