高等医学院校与医疗机构开展省部共建的现状及发展策略

摘要
省部共建是国家推进新时期改革创新的重要举措,在高等医学院校与医疗机构中开展省部共建工作是很有必要的。介绍了省部共建的相关概念,以河北医科大学、阜外云南心血管病医院为例分析目前我国的应用现状,并论述高等医学院校与医疗机构省部共建存在对共建工作定位有偏差、缺乏明确责任主体和建设目标、缺乏有效的共建保障措施及有效的监督评价机制等问题。建议应统一认识、明确责任和共建目标、成立专门共建机构、建立健全长效机制、着力引导协作,合理推进高水平医学院校与医疗机构建设。
Province-ministry co-construction is an important measure for the country to promote the reform and innovation in new period. It is necessary to carry out province-ministry co-construction in medical colleges and universities and medical institutions in China. The article introduces the concept of province-ministry co-construction. It takes Hebei Medical University and Fuwai Yunnan Angiocardiopathy Hospital as examples to analyze current application status. The paper discusses the existing problems of province-ministry co-construction in medical colleges and universities and medical institutions such as the deviation of co-construction working location,lack of clarify responsibility main body and construction goal,lack of effective co-construction supporting measure and supervision evaluation mechanism etc. It puts forward the countermeasures and suggestions such as we should build unified understanding,clarify responsibility and co-construction goal,establish specialized co-construction organization,establish and perfect long-term mechanism,put forth effort to guide cooperation,reasonably promote high level construction in medical colleges and universities and medical institutions and ministry in the higher medical schools and medical institutions.
