饮用水水源地保护管理体制机制构成研究——以某海岛城市为例

摘要
饮用水水源地的保护管理是事关社会稳定与区域经济可持续发展的一项基本工作。近年来,我国各地纷纷加强饮用水水源地保护管理工作,并取得了一定成效。但仍存在水源地治理成本大、生活性污染源多、管理职责不清、生态补偿机制缺失的问题。为此,本文以某海岛城市为研究案例,在深度分析现状、成效、不足及原因的基础上,从协同管理、生态补偿和公众参与三个方面,提出饮用水水源地保护管理体制机制构成建议。
The protection and management of drinking water source area is a basic work concerning social stability and sustainable development of regional economy.In recent years,the protection and management of drinking water source area in China has been strengthened and some results have been achieved.However,there are still some problems,such as high cost of water source treatment,multiple pollution sources,unclear management responsibilities and lack of ecological compensation mechanism. Therefore,this paper takes an island city as a case study,and based on in-depth analysis of the current situation,effectiveness, deficiencies and reasons,proposes Suggestions on the composition of the drinking water source protection management system from the perspectives of coordinated management,ecological compensation and public participation.
