社会心理服务体系建设与应急管理创新

摘要
新时代国家应急管理的创新应该包括体制创新、体系创新和机制创新。在新时代国家安全战略和风险社会治理的大背景下,应急管理体系是社会治理格局下的社会治理体系,应急管理创新就是社会治理的创新,应急管理是社会治理体系中的重要内容,与社会治理的各个方面密切相关,当然与社会治理体系中的社会心理服务体系亦密切相关。利用心理学中关于风险感知、安全管理、灾难预防、灾害心理救援的研究成果,调动心理学资源应用于应急管理的实践,是新时代应急管理创新的一种社会心理学途径。因此,应该从满足民众基本安全需求出发,关注民众风险意识,提升民众安全感,以加强社会心理服务体系建设,提升应急管理能力,创新社会风险治理,推动国家应急管理的体制、体系和机制创新。
The innovation of national emergency management in the new era should include institutional innovation, systemic innovation and mechanism innovation. Under the background of national security strategy and social risk governance in the new era, the emergency management system is equal to the social governance system within the social governance pattern. Emergency management innovation is similar to the innovation of social governance. Emergency management is an important part of social governance system and is intimately related to all aspects of social governance, and also to the social psychological service subsystem within the social governance system. Using the research results of risk perception, security management, disaster prevention and disaster psychological rescue and mobilizing psychological resources for emergency management are a social psychological approach to emergency management innovation in the new era. Therefore, we should start from meeting the basic security needs of the people; pay attention to the public awareness of risks; increase the people's sense of security; improve the social psychological service system; enhance the emergency management capabilities; innovate social risk governance; and promote the innovation of the national emergency management in terms of the institution, system and mechanism.
