封闭与开放:新时期新型党群关系的建构——以卢曼社会系统理论为视角

摘要
党群关系随着时代和环境的变化而变化,必须在变化的大背景下努力构建新型党群关系。卢曼的社会系统理论以系统的开放性与封闭性自我指涉为特点,为解释中国共产党作为执政党系统的运作规律和核心操作模式提供了崭新视角,从而可以从封闭和开放两个基本面向,为构建新型党群关系提供新的理论基础和实践指导,同时提示我们针对党群关系运作中存在的风险进行二阶观察。
The relationship between the Chinese Communist Party(CCP)and the masses is subjected to the change of the times and circumstances. Building a new party-masses relationship in the changing circumstances is a must. Luhmann's social systems theory is characterized by open and closed self-reference. This theory provides a new perspective to explain the ruling party namely the CCP's both operation rules and core operation mode as a system, thus providing new theoretical basis and practical guidance to construct the new relationship between both parts from the two fundamental dimensions----the closed and open one. At the same time, we are warned to make two-order observation of the risks in the operation of the party-masses relationship.
