渔港经济区发展基础、现实挑战与工作建议

摘要
《全国沿海渔港建设规划(2018—2025)年》自发布以来,各省都加快了渔港经济区的推进步伐。根据对规划中拟建设的93个渔港经济区的问卷调查显示,渔港经济区的建设基础较好,地方积极性高涨,但近期推进过程中地方遇到用海用地审批、资金、统筹协调等现实挑战。面对这些困难和问题,既要加强顶层设计和统筹规划,明确地方的主体责任,也要大胆探索实践,寻找政策突破,努力破除渔港经济区发展的制度和政策障碍。
Since the publication of the National Coastal Fishing Port Construction Plan(2018-2025),all provinces have accelerated the pace of construction of the fishing port economic zone.A questionnaire survey of the 93 fishing port economic zones planned for construction shows that the construction foundation of the fishing port economic zone is relatively good and local governments are very motivated.However,in practice,local governments have encountered practical challenges such as approval of land use,funding,and overall coordination.In order to solve these difficulties and problems,it is not only necessary to strengthen top-level design and overall planning,clarify the main responsibilities of local governments,but also boldly explore practices,seek policy breakthroughs,and strive to remove instituti onal and policy obstacles to the development of fishing port economic zones.
