湖北省农村血防改厕项目管理策略分析

摘要
目的解决湖北省农村血防改厕项目实施过程中遇到的难题,同时对潜在问题进行预测,从而保证项目的顺利开展,减少时间和资源的损耗。方法利用SWOT分析法,即从优势(strengths,S)、劣势(weaknesses,W)、机会(opportunities,O)和风险T(threats,T)分析湖北省农村血防改厕项目的内部条件和外部因素,最后利用SWOT矩阵对整个项目进行综合分析,如用优势S抓住机会O,用机会O缩小劣势W等。结果针对项目实施过程中已经出现的和潜在的问题提出相应的改进方法,同时分析如何利用项目自身的优势来抓住机会的相关策略。结论湖北省农村血防工作效果显著,但汛期疫情仍然存在,再加上新农村建设的需要,应进一步开展农村血防改厕项目。
Objective To solve the problems that have emerged during the progress of rural latrine renovation in Hubei province,predict the potential issues,to ensure the project smoothly,reduce the loss of time and resources.Methods The external and internal conditions of the rural latrine renovation in Hubei province were analyzed through SWOT analysis from the strengths of the "S",the weaknesses of"W",the opportunities of "O"and the threats of "T",followed by a comprehensive analysis by SWOT matrix.Finally,a comprehensive project analysis was conducted by using the SWOT matrix,seize the opportu nities with strengths,and use the opportunities to narrow down the disadvantage.Results Corresponding improvement methods for existing and potential problems in the project implementation process were proposed,also analyzed how to use the project's own advantage to the relevant strategies to seize the opportunity.Conclusion Hubei province rural blood control work has a significant effect,but the flood season epidemic situation still exists,coupled with the need for new rural construction,rural blood control toilet improvement projects should be further carried out.
