关于市级人工影响天气队伍管理体制的调研

摘要
人工影响天气(以下简称"人影")工作已经成为滨州市防灾减灾的基础工程,但是人影作业队伍不稳定,严重影响到人影作业的效果。为加强人影作业队伍建设,从作业人员年龄、学历、身份、作业补助等方面进行了综合分析,并带着问题赴部分省市县调研人影作业队伍管理模式,总结当地作业队伍管理经验,进而从组织管理体系、"公益岗+劳务派遣"、军民融合3方面提出探索性建议。
The work of weather modification(hereinafter referred to as modification) has become the basic project of disaster prevention and mitigation in Binzhou City. However, the modification operation team is unstable, which seriously affects the effect of the modification operation. In order to strengthen the construction of the modification operation team, the comprehensive analysis is carried out from the age, education, identity, work subsidy and other aspects of the operators, and the management mode of the modification operation team in some provinces, cities and counties is investigated with problems.The management experience of the local operation team is summarized, and exploratory suggestions are made from the organization management system, "public welfare posts + labor dispatch", military and civilian integration.
