摘要
我国已初步建成现代化的高速铁路网,庞大的路网规模对基础设施维护管理提出了更高要求。根据我国高速铁路技术特点,分析我国基础设施维护管理的影响因素;基于组织结构理论,提出"检、养、修"分开的维护管理模式,将技术管理专业化和生产组织综合一体化统一起来,满足我国高速铁路高质量、高效率的发展要求。在此基础上,对高速铁路基础设施综合维修体系进行设计,提出综合维修组织架构及工作机制。实践表明,高速铁路基础设施综合维修体系的建立有利于提高应急处置能力,减少运营成本,实现资源优化配置。
A modern high speed railway network has taken shape in China,and the huge scale of railway network has put forward higher requirements for infrastructure maintenance and management.According to the technical characteristics of high speed railway in China,this paper looks at the influencing factors of infrastructure maintenance and management.Based on the theory of organizational structure,the authors put forward the maintenance management mode characterized by separated inspection,maintenance and repair,combining professionalization of technology management and comprehensive integration of production organization to meet the high-quality and high-efficiency development requirements of China's high speed railway.On this basis,they put forward the design of the comprehensive maintenance system of high speed railway infrastructure,and the organization structure and working mechanism of comprehensive maintenance.Practice shows that the establishment of comprehensive maintenance system for high speed railway infrastructure is conducive to improving emergency response capability,reducing operating costs and achieving optimal allocation of resources.
