构筑秦巴山区先进的陕南绿色循环反贫困协同发展新高地 探索山区绿色精准扶贫新机制

摘要
文章认为应从区位优势、资源优势和生态优势出发,秉承习近平总书记"两山论"的重要理念,把陕南打造成在秦巴山区具有先进水准的绿色循环反贫困协同发展新高地。基于上述思考,文章首先对构筑秦巴山区先进的陕南绿色循环反贫困协同发展新高地面临的挑战和历史机遇进行深入探讨,建议应将陕南绿色循环反贫困协同发展新高地战略定位为:国家生态文明示范区、国家循环经济发展示范区、"丝路"生态文化旅游目的地、国家精准脱贫攻坚示范区。为了实现陕南的上述发展定位提出建议:建设主体功能区,构筑"两屏两带"秦巴绿色生态新格局;推进全域旅游,构建"两江两山全域"旅游新格局;壮大循环经济,建立"三位一体"的循环经济体系;加快推进新型城镇化,实现共享发展。
This paper shows that based on the location advantages,resource advantages and ecological advantages,and adhering to the important concept of the"two mountains theory"of General Secretary Xi,Southern Shaanxi has become a new high-level green recycling and anti-poverty development in Qinba Mountain Area.Based on the above considerations,this paper firstly discusses the challenges and historical opportunities for constructing a new highland in the development of the advanced green recycling and anti-poverty cooperation in the southern region of Qinba.It is suggested that the new highland strategy of green recycling and poverty alleviation in southern Shaanxi should be positioned as:the national ecological civilization demonstration zone,the national circular economy development demonstration zone,the"Silk Road"eco-cultural tourism destination,and the national precise poverty alleviation demonstration zone.In order to achieve the above orientation in Southern Shaanxi,the authors suggests:Construct the main functional area,build a new pattern of "two screens and two belts"Qinba green ecology;promote global tourism,build a new tourism pattern of"two rivers and two mountains";strengthen the circular economy and establish a"three-in-one"circular economy system;promote new urbanization and achieve shared development;improve the mechanism of precise poverty alleviation,to promote comprehensive poverty alleviation;promote regional cooperation and achieve open development.
