我国地方政府购买体育公共服务的政策研究

摘要
我国地方政府在购买体育公共服务政策中存在有公众的政策参与度低、寻租行为风险的增加、购买服务的资金不足、竞争降低参与积极性等问题.发展和完善地方政府购买体育公共服务的政策可从四方面入手:加大公众参与力度,建立服务需求的调查机制;完善法律法规,保障购买过程的公平公正;扩大政府投入,建立多元化资金筹集机制;制定补偿机制,调动社会组织参与积极性.
There are some problems in the policy of purchasing sports public service in our local governments,such as low participation of public policy,increased risk of rent-seeking behavior,insufficient funds for purchasing services,competition reduces participation enthusiasm and so on. We can start from four aspects to develop and improve the policy of purchasing sports public service in local governments:increasing public participation and establishing the investigation mechanism of service demand;improving laws and regulations to ensure the fairness and justice of the purchase process;expanding government investment to establish a diversified fund-raising mechanism;and formulating compensation mechanism to mobilize the enthusiasm of social organizations to participate.
