从战略到行动:特色小城镇规划路径探索——以安徽省界首市光武镇为例

推进特色小城镇建设是落实国家新型城镇化战略、提升小城镇活力的重要途径。但目前特色小城镇规划的内容、深度与编制模式仍处于摸索阶段,尚未形成统一标准。从某种意义上来说,特色小城镇的规划建设应基于既有的规划体系,结合本地特色与实际诉求,因地制宜地出台规划编制导则,从全国层面来看可能仍需要一些共性的规划路径。基于剖析传统乡镇规划存在的局限,以入选全国第二批特色小城镇的安徽省界首市光武镇为例,摒弃终极蓝图式的传统规划思路,探索涵盖战略规划、乡镇总规、总体城市设计与行动规划在内的"四阶段"规划路径,以期完善从战略到行动的特色小城镇规划体系,逐步实现"特色"的规划目标和规划愿景,为国内其他特色小城镇的规划提供思路的参考。
Promote the construction of characteristic towns is an important way to implement the new urbanization strategy and enhance the economic vitality of small towns. The content, depth and pattern of the characteristic township planning have not yet arrived at a consensus. While in a sense, compared with a uniform standard, the local government should coordinate with the characteristics and actual demands as well as the existing planning system to introduce the guidelines of the characteristic township planning suitable to the local conditions. On the basis of analyzing the five major limitations of traditional township planning, taking Guangwu Town in Jieshou, Anhui Province as an example, one of the second batch of Characteristic Towns in China, and casting aside the traditional blueprint planning ideas, this paper discussed the "four-stage" planning path of the characteristic towns, including the strategic planning, township master planning, general urban design and action planning, perfecting the "from strategy to action" planning system of the characteristic towns and realizing planning goals so as to provide reference ideas for characteristic town planning in other places in China.
