雄安新区融资平台建设法律保障研究

摘要
雄安新区融资平台建设法律保障制度的构建对于助力雄安发展具有重要意义,其核心在于发挥法律制度的规制与保障功能,引导雄安新区融资平台的良性发展,满足雄安新区建设的融资需要。因此,应对融资平台的功能进行综合分析,并在加强对雄安新区法律保障必要性的基础上,梳理我国当前制度规定及其缺失,围绕着准入标准、债权保护、风险防控以及制度创新等方面对雄安新区融资平台建设的法律保障制度加以完善。
The construction of the legal guarantee system for the financing platform construction of Xiong 'an New Area is of great significance to the development of Xiong'an.The core of the project is to play the regulatory and guarantee function of the legal system,guide the benign development of the financing platform of Xiong 'an New Area,and meet the construction of Xiong'an New Area financing needs.Therefore,a comprehensive analysis of the functions of the financing platform should be carried out,and on the basis of analyzing the necessity of strengthening the legal guarantee in Xiong 'an New Area,we should sort out the current institutional regulations and their lacks,and focus on the access standards,creditor's rights protection,risk prevention,system innovation and other aspects of the legal security system for the construction of the financing platform of Xiong 'an New Area.
