新时代基层社会治理中农村集体产权改革的实施策略——基于“模糊-冲突”FC模型的分析

摘要
农村集体产权改革过程中存在产权主体模糊、处置权模糊、收益权模糊,以及地方政府与农民的冲突、村委会与农民的冲突等问题。需要保障管理服务的上提下放、加强监督力度确保经济市场化、健全社区和村庄自治的法治化,以此保证农村集体产权改革在合理有效的政治秩序和经济制度下平稳运行,使改革真正做到为民所用、造福平民,真正达到基层社会治理现代化。
In the process of rural collective property rights reform, there are some problems, such as the vague subject of property rights, the vague right of disposal, the vague right of income, the conflict between local government and farmers, and the conflict between village committees and farmers. It is necessary to ensure the promotion and decentralization of management services, strengthen supervision and ensure the market-oriented economy, and improve the legalization of community and village autonomy, so as to ensure the smooth operation of rural collective property rights reform under a reasonable and effective political order and economic system, so that the reform can truly serve the people, benefit the civilians, and truly achieve the modernization of grass-roots social governance.
