地区差异、代际更替与中国农业经营主体发展战略选择

摘要
农业经营主体是乡村振兴的实践主体,中国农业经营主体发展战略的多变导致农业出现生产力真空,严重危及国家粮食安全与社会稳定。只有从中国特殊国情出发,充分认识地区差异与农民工代际更替对中国农业经营主体发展的影响,因地制宜地选择合适的农业经营主体发展战略,并对政府职能进行重新定位,纠正政府的错位、越位,减少政府的缺位,未雨绸缪地为农民工代际更替对中国农业生产可能带来的不利影响做好准备,积极地为城市生产要素下乡创造良好条件,才能有效兼顾农业发展的三重目标,避免中国农业现代化转型过程中出现严重的粮食安全与社会危机,顺利实现乡村振兴战略。
The main body of agricultural management is the practice subject of rural revitalization. The change of the development strategy of China's agricultural management main body leads to a productivity vacuum in agriculture, which seriously jeopardizes national food security and social stability. Only from the special national conditions of China, fully understand the impact of regional differences and the intergenerational replacement of migrant workers on the development of China's agricultural management entities, select appropriate agricultural business development strategies according to local conditions, and reposition government functions to correct the government's dislocation and offside, reduce the government's vacancies, prepare for intergenerational replacement of migrant workers in China in advance, and actively create favorable conditions for urban production factors to go to the countryside, can we effectively balance the three objectives of agricultural development, avoid serious food security and social crisis in the process of China's agricultural modernization transformation, and successfully realize the rural revitalization strategy.
