论精准扶贫中贫困群众内生脱贫动力的缺失与培塑

摘要
在习近平扶贫开发重要战略思想指导下,我国脱贫攻坚取得显著的阶段性成效,但也进入到啃硬骨头、攻坚拔寨的阶段,面临诸多挑战。贫困人口内生动力不足,既有环境、文化、历史等方面的因素,也反映出扶贫过程中的一些工作偏差。培塑贫困群众内生脱贫动力,要从扶志和扶智两个方面攻坚,才能从根本上提高我国贫困地区和贫困人口的脱贫致富能力和可持续发展能力。
Under the guidance of Xi Jinping's important strategic thought of poverty alleviation and development, China has achieved remarkable phased results in poverty alleviation, but it has also entered the stage of nibbling hard and attacking hard, and is faced with many challenges. The lack of internal motivation of the poor population reflects both environmental, cultural and historical factors and some work biases in the process of poverty alleviation. In order to cultivate the internal motivation of poverty alleviation among the poor people, we must tackle the key problems from two aspects: mental and alleviation and intelligence alleviation. Only in this way can we fundamentally improve the ability of poverty eradication, enrichment and sustainable development of the poor areas and the poor population in China.
