近70年来我国老年体育政策研究

摘要
采用文本计量法,对我国1950—2016年44个与老年体育紧密相关的政策文本进行分析。构建政策工具二维分析框架,从政策工具Y维度的个人、家庭和居住社区、工作单位、政府机构和社会组织,与X维度的供给型、环境型和需求型3类剖析我国老年体育政策,揭示我国老年体育政策中初显"大体育"协同发展理念和近年来重视基础设施建设的特点;发现政策文本中"老年人"界定缺位、政策总量不均衡、老年体育政策规划需进一步完善等问题,并提出相应建议,以期为政策完善提供理论参考。
By using text econometric method, this paper analyzes 44 policy texts closely related to sports for the aged from 1950 to 2016 in China. Constructing a two-dimensional analysis framework of policy tools,the elderly sports policy is an important prerequisite to ensure the health and sustainable development of the elderly sports. By drawing lessons from Rothwell and Zegveld's classification of policy tools, this paper constructs an analysis framework, classification coding and statistical analysis of 44 policy texts closely related to the elderly sports in China from 1950 to 2016. This paper analyzes the value orientation and strategic development direction of China's sports policy for the aged from three dimensions: individual,family and community, workplace, government agencies and social organizations, and supply, environment and demand of X dimensions, and from two dimensions of policy tool X and healthy aging. The concept of coordinated development of "large sports"and the characteristics of infrastructure construction are becoming more and more obvious in China's sports policy for the aged. Some problems, such as unbalanced policy aggregate, weak maneuverability, lack of definition of "old people"and lack of systematic scientific research in sports policy planning for the aged, are put forward, and corresponding suggestions are put forward, so as to provide reference for policy improvement.
