高校科研环境评估指标体系构建——基于科研项目生命周期的探索

摘要
中国高校科研环境评价的现状,一是评价指标不统一、标准不明,二是以定性评价为主、主观性强。本文从世界银行营商环境指标体系得到以下启示,客观衡量高校科研环境,可以基于科研项目生命周期模型,采用过程性设计思路和量化性数据采集方法,构建"科研文化、科研任务、科研水平、人才培养、科研管理、科研时间、科研投入、获得成果、薪酬福利、科研激励"10个维度的高校科研环境指标评价体系。
        There are defects in the status of scientific research environment evaluation in China's universities. First,the evaluation index is not unified and the standards are unclear. Second,most are qualitative evaluations with subjective view. The World Bank's business environment indicator system are used to measure the scientific research environment of universities objectively. Based on the life cycle model of scientific research projects,the paper uses process design ideas and quantitative data collection methods to build up a standard evaluation index system for university scientific research environment. The system covers the following 10 aspects: scientific research culture,scientific research tasks,scientific research level,talent training,scientific research management,scientific research time,R&D input,achievement of research,compensation & benefits,and scientific research incentives.
